Covid19 has shown that pandemics can threaten lives globally, cripple economies, put millions out of work and lead to a radical break with everyday habits– on a scale previously thought impossible. It demonstrates that when coping with pandemics international law is of considerable importance – on the global as well as on the national and local level.

While the virus in itself poses a threat to human rights, measures taken by states, in order to address the Covid19 pandemic, also challenge a spectrum of rights enshrined in international human rights treaties, including rights of vulnerable groups. Law knows the state of emergency, which provides for special authorisations in the case of disruptive events. However, emergency rules are associated with dangers for civil liberties and democracy: the state of emergency always threatens to become the new normal.

Furthermore, we will ask ourselves in substantive legal terms whether and to what extent the rules of human rights law and international economic law are suitable for ensuring access to vaccines and medicines in such a way that the world can emerge from the crisis as quickly, fairly and safely as possible.

Our seminar will focus on human rights especially under pressure in times of pandemics, the protection of vulnerable groups and the role of international organisations and International Economic Law in efforts to guarantee fair and efficient access to vaccines and medical care.

Note: The seminar will take place on 24-26 June 2022. The format depends on the pandemic conditions.
